SDVOSB set-asides reserve federal contracts for small businesses 51% owned and controlled by one or more service-disabled veterans, with the day-to-day management and long-term decisions controlled by service-disabled veterans.

Certification & eligibility

Verification through VetCert (formerly the SBA / CVE program) is required for SDVOSB set-aside eligibility on most agencies. The Department of Veterans Affairs operates the strongest SDVOSB set-aside posture under the Vets First Contracting Program (38 CFR 74).

Capture-relevant notes

SDVOSB self-performance rules apply (FAR 52.219-14): typically 50% of the cost of personnel must be on SDVOSB-owned firms.
Joint ventures with non-SDVOSB primes must follow the SBA mentor-protégé or joint-venture rules.
VetCert verification is current and time-bounded; renew before expiration to remain eligible.
