Section L — Instructions to offerors

Tells you what to submit, in what format, in what volumes, with what page limits, and by what deadline. Failing Section L gets you thrown out before evaluation.

Section M — Evaluation factors

Tells you how the agency will score the proposal. Lists the evaluation factors (technical, past performance, price), their relative weight, and the basis of award (lowest price technically acceptable, best value tradeoff, etc.).

Reading them together

For every required submission in Section L, find the corresponding evaluation factor in Section M. Where Section L asks for something Section M does not score, your response can be brief. Where Section M scores something Section L barely mentions, your response needs to be deep.
