Capability (must be mostly yes)
- Do we have past performance the agency will recognize as relevant?
- Can we staff the work within the period of performance?
- Do we have the security posture the solicitation requires?
Capacity (must be honest)
- Do we have B&P budget to write a competitive proposal?
- Do we have a proposal lead with bandwidth?
- Can we make the deadline without breaking other commitments?
Strategy (must be deliberate)
- Do we have a story for why we win this specific contract?
- Is the agency one we want to be on the awards list of?
- Does the contract type and ceiling justify the pursuit cost?
